From the beginning, Wheaton Bible has been “a sending church”. Since 2015, however, WBC has increasingly invested in “strategic indigenous leaders” (SILs) — gifted believers effectively reaching their own fellow-citizens.
While we continue to send our members as international workers, we recognize there are many contexts difficult for Westerners to enter & gain influence… where Christian ministry is prohibited… where Christ’s Church is most fledgling, persecuted, and least resourced.
Yet, within these nations are Christ-followers who are insiders to their culture who are already lifting up Christ in their society, effectively communicating the Gospel and multiplying disciples among their own people. We seek to partner with these “strategic indigenous leaders” (SILs) through prayer, by resourcing workers and their projects, and sometimes serving alongside them via short-term teams.
Today, we partner in ministry with 28 key indigenous leaders in 12 nations of Eastern Europe, Africa, the Middle East, and Asia. We invest in workers of trusted agencies who are expanding the reach of the Gospel and multiplying disciples, churches, & new leaders among their own people.

SIL Partner Agencies include Campus Crusade for Christ, Call of Hope, Jews for Jesus, and Faith & Learning.
North Africa, the Middle East, and South & Southeast Asia contain the largest concentrations of “Frontier Peoples”: populations of 1 million or more among whom fewer than 1 of every 1,000 persons is a Christ-follower… and among whom there are few workers and sustained movements to Christ. These are areas of particular focus for WBC’s partnerships with SILs.
